Access and Maintenance Requirements
Covers, steps, ladders, ventilation and safe entry.
A maintenance hole is only useful if it can be worked in safely. Access provisions cover the cover and frame, steps or ladder, clearances past the channel, ventilation and the ability to use maintenance equipment.
Entry into a maintenance hole is confined space work. Design decisions made at the drawing stage, such as access position and internal clearances, have a direct effect on how safely and quickly the asset can be maintained.
Key design considerations
- Cover class, and whether a sealed cover is required in a surcharge zone.
- Steps or ladder, their spacing and alignment, and clearance from the wall and channel.
- Clear opening size adequate for the maintenance method.
- Ventilation provisions, particularly on structures with drops or long rising mains.
- Safe access to the structure itself: traffic management, safe standing area, and public protection.
- Deep structures requiring a platform or intermediate access.
- Confined space entry requirements, including signage and atmosphere testing access.
Design checks
- Cover class and sealing appropriate to the location.
- Step or ladder arrangement matches the authority detail.
- Access position allows safe entry and equipment use.

Limitations and assumptions
- Specific dimensional requirements are set by the authority and the relevant standards and are not reproduced here.
- Safe work procedures are outside the scope of a design reference.
This reference is general engineering information. Confirm requirements against WSA 02, the current Australian Standards and the local water authority's supplement before use in design, and obtain project-specific advice for the conditions at hand.
